When troubleshooting Voyager III units were the unit does not provide compressor operation either during cooling or dehumidification we often find that the Entering Evaporator Temperature Sensor is not reading. Although there are other factors that could cause this, the most common issue by far is the Entering Evaporator Temperature sensor has failed. This 10k bullet thermistor is attached directly to one of the TXV's distributor lines on the evaporator coil. It connects to the RTDM's J6 connector between terminals 2 and 3. If this sensor is reading outside of its operating range, it should generate a two flash code on the RTRM and a flashing DC voltage reading between J6-6&7 and J6-6&8.
