The Belimo actuator will work as a 3 wire two position actuator
When the white and red wires are both energized, the white overrides the red and drives the actuator in the opposite direction.
In other words:
1. Power the red wire all the time to close.
2. On a call to open the valve, power the white wire.
As long as power is applied to the white wire the valve will open.
When power is removed from the white wire, the red will also have power and will close.
