Resolution:
Go into the Windows registry and change the wav file the AlmWaveFile key is using.
For Windows XP and Windows 2000, the path to the key is: HKEY_LOCAL_MACHINE\SOFTWARE\The TRANE Company\Tracer Summit\17.00\AlarmHorn
For Windows 7, the path to the key is: HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\The TRANE Company\Tracer Summit\17.00\AlarmHorn
For Windows 2000 the AlmWaveFile key is: C:\WINNT\Media\ding.wav. Change ding.wav to the wav file of your choice.
For Windows XP and Windows 7 the AlmWaveFile key is: C:\WINDOWS\Media\ding.wav. Change ding.wav to the wav file of your choice.
For Windows 7 we found that the "ding.wav" is a different sound and quiet. Change it to "Windows ding.wav" in the same directory, and now it sounds like the normal Summit alarm and is louder.
NOTE: This change is NOT advised for inexperienced Windows computer users.
Notes:
For some reason, when you play the ding.wav file from Windows directly (whatever media player happens to run it), you don't hear anything, but when you select another *.wav file you can. Not sure what is causing this, but it's not a Summit problem. Just select a different *.wav file and use that instead.
