Issue:
Trying to override the VAV boxes to max flow, but they stay at minimum position.
Resolution:
There must be a sensor connected to the VAV box or a Temperature Sensor Failure diagnostic will occur. When failed open, the UCM will control the valve as if very cold temperature exists in the space.
