the change over bypass box is controlled by a modified VAV 4.2
the VAV 4.2 reads the supply air temperature and the supply air pressure
the CCP3 reads these two values from the VAV 4.2
the CCP3 tells the VAV 4.2 where to position the change over bypass damper
the VAV 4.2 does not control the change over bypass damper
