What happens when the Delivered VAV system goes into Night Heat/Cool?

Resolution:

In the VAV setup for CCP III one zone is designated as the contol zone for MWU or DWU.  When this zone's temp falls below the initiate MWU/DWU setpoint all the VAVs are driven to Max Open and the Voyager goes into a Constant Volume mode with the fan and the heat at 100%.  The unoccupied sequence is similar.  When the temperature in the designated zone goes below the unoccupied setpoint all the boxes are driven to Max and the unit brings on fan and heat at 100%.  What happens when the Voyager does not have heat and the VAVs do not have fans but all the zones have reheats?  Will the Voyager bring on the fan?
