Why is the central control panel (CCP) stuck in calibrate mode?

Solution:
The power supply to the CCP is not providing 24 Vac plus or minus 6 Vac (so 18-30 Vac). Thus, the CCP starts to drive the bypass damper during calibration. The bypass damper draws the voltage to the CCP down below 18 Vac. The CCP then resets and starts the calibration all over again, and the whole process loops around forever.
To test for this problem, put a recording Fluke meter on the CCP 24 Vac in and record the minimum and maximum for 10 minutes or so. The minimum will probably be below 18 Vac. If a Fluke meter is unavailable, simply disconnect the bypass dampers from the CCP and see if the calibration stops.
