Resolution:

Do a Reboot on the Tracker.
From the operator display, Advanced -> Service and Testing -> Reboot.
The panel will uninstall and reinstall all LonTalk devices. Process takes 1520 minutes.
If that doesn't work, do a Restore to Factory Defaults after doing a database backup.
