LCI-R / LCI-RX communication Interface Board Red Service LED is on continuously or is flashing once every second when power is applied to the controller

The red service LED on the LCI communicating interface indicates a fault condition. When it is on continuously or fleshing once every second, it suggest a general fault in the system. This could be due to various reasons suck a communication issues, power supply problems or a fault with the board itself
The applicationless status in Rover Software is kind of a misnomer. It doesn't mean that the board has lost its application software (i.e. it needs to be flash downloaded with an image), it means that the communication state of the LonTalk node is applicationless.
For the board to communicate and function, we need the node state to be configured/online. You can try putting Rover in the Active mode to change the node state. If that doesn't work and you have Node Util or NLUtil, you can use those tools to attempt to change the node state.
If you cannot get the board to report configured and online, replace the board.
