Solution:
The 1 Flash Actuator Fault is LED ON for 2 seconds, then LED OFF for 1/4 second.
The BLINK Communications Failure is LED OFF for 2 seconds, then LED ON for 1/4 second.
Steady Flash Not OK to Economize is LED ON for 1/2 second, LED OFF for 1/4 second.
