Issue:
RTAA chiller displays A01, there is a call for cooling, but chiller does not run.
Resolution:

Validate there is a call for cooling
- Chilled water setpoint
- Differential to Start
- Validate Circuit Lockout is DISABLED
- Validate External Circuit Lockout is DISABLED
- These will cause the operating mode (menu A) to display A01 (Auto-Local)
